Most people now understand not only that war is useless to them but that it is madness and cruelty; yet they cannot rid themselves of it, because they seek deliverance in general decisions of governments and not in their own acts, the acts of separate persons.

    1. It cannot be denied that the nineteenth century is striving to set foot on a new path. The men of this century are beginning to understand that there must be laws and courts for nations too, and that crimes of nation against nation, though committed on a grand scale, are no less hateful than crimes of man against man.

Faithful except that Tolstoy drops «à la gloire de l'humanité» and softens 'has understood' to 'begins to understand' («начинают понимать»). No public-domain English translation of this book found.

    2. When one studies the various activities of men not superficially but thoroughly, one cannot refrain from the following sad reflection: how many lives are spent in prolonging the reign of evil on earth, and how this evil is furthered most of all by the institution of standing armies.

The astonishment and sorrow grow still greater at the thought that all this is needless, that this evil, accepted so complacently by the vast majority of men, comes only from their foolishness, only from their allowing a relatively small number of people, skillful and corrupt, to exploit them.

Close; Tolstoy drops 'instead of working to make the good reign' and turns 'careers' into 'activities'. Taken over unchanged from his own epigraph in «Одумайтесь!».

    3. The inhabitants of the planet Earth are still in such a state of absurdity, unreason, and dullness that every day one reads in the journals of civilized countries discussions of the diplomatic relations of heads of state aimed at alliances against a supposed enemy, of preparations for wars in which the peoples let their leaders dispose of them like cattle led to the slaughter, as if never suspecting that each man’s life is his personal property.

The inhabitants of this strange planet are all brought up in the conviction that there are nations, frontiers, flags, and all have so weak a consciousness of humanity that this feeling vanishes completely before the idea of the fatherland. True, if thinking men could manage to agree, this state of things would change, since no one personally wants war. But there are political entanglements by which millions of parasites still exist, and it is these parasites who need war, and it is they who keep men from agreeing.

    Flammarion.

Joined from one long footnote, with cuts. Tolstoy leaves out Flammarion's crime of the prince who kills a hundred thousand for a title, the joy with which peoples take up national vanity, his 'it is the people's pleasure to get themselves killed' and the jab at Germany; and he adds at the end that the parasites need war and keep people from agreeing (Flammarion: political gears keep a legion of parasites alive). «Одумайтесь!» already had the cut version, ending at the parasites.

    4. Bears are killed this way: over a trough of honey a heavy log is hung on a rope. The bear pushes the log away to get at the honey. The log swings back and strikes him; the bear grows angry and pushes the log harder, and it strikes him harder. And this goes on until the log kills the bear. Can people really not be more reasonable than bears?

    5. War is murder. And however many people gather together to commit murder, and whatever they call themselves, murder is still the worst sin in the world.

So long as the power of government is recognized, and its right to rule the people, to levy taxes, to set up courts, to punish, war will never cease. War is a consequence of the power of government.
