No conditions can make killing cease to be the grossest and most obvious violation of the law of God, a law expressed both in all religious teachings and in people’s consciences.
1. Where is Christ? Where is his teaching? Where can it be found among the Christian nations? In institutions — it is not there; in laws steeped in the spirit of unjust inequality — it is not there either; in morals steeped in egoism — it is not there. Where, then, is the teaching of Christ? It is in what is to come, which is being prepared by a work in the depths of human nature; it is in the movement that stirs the peoples from one end of the earth to the other; it is in the strivings of pure souls and righteous hearts; it is in the consciousness of all, for all are conscious that what exists cannot last, because it is evil, the denial of mercy and of brotherhood; it is the inheritance of the race of Cain; it is something already cast off, destined to be scattered by the breath of God.

The whole reflection after its first sentence (on the simplicity of the account that begins the history of a new world, still in its infancy after eighteen centuries), translated closely. Lamennais's laws 'almost all' marked by unjust inequality become simply 'laws'; 'something condemned that the breath of God will soon carry away' becomes 'something already rejected, to be scattered by the breath of God'. This thought is in the 1908 text (Jubilee vol. 41). The thoughts Jubilee vol. 42 prints as left out of the 1906 first edition for the censor under January 22 (on soldiers: Claude Tillier, Victor Hugo, and an unsigned one) are other thoughts, and it is not among them. No public-domain English of Les Évangiles was found.
2. What is military service? Here is what it is. As soon as a young man has grown up, grown strong, and is able to help his parents, he is brought into the recruiting office, told to undress, examined, and then told to swear on the cross and the Gospel that he will obey his superiors in everything and will kill all those he is told to kill. And when he has carried out this order, which is contrary to reason, to conscience, and even to the letter of the law of Christ expressed in the Gospel, he is dressed in a uniform, given a rifle, taught to shoot, and sent to kill people — his brothers. The people he is told to kill have done him no evil; he has never seen them; yet he shoots them, because he swore on the Gospel to do so — on that very Gospel in which it is said that one must not swear, and must not only not kill, but not even be angry with one’s brother.
Translation note. The Gospel lines are Matthew 5:33–37, against swearing (KJV: “Swear not at all”), and 5:21–22, against killing and anger with one’s brother.
3. Military service in general corrupts people, by placing those who enter it in conditions of complete idleness, that is, the absence of reasonable and useful work, and by freeing them from common human duties, in place of which it sets up only the conventional honor of the regiment, the uniform, and the colors, and, on the one hand, boundless power over other people, and on the other, slavish submission to their superiors.
Their idle, dissolute life has an especially corrupting effect on military men because people outside the military, if they lead such a life, cannot help being ashamed of it in the depths of their souls. Military men, on the contrary, consider that this is as it should be; they boast of such a life and take pride in it, especially in time of war. “We are ready to sacrifice our lives in war, and therefore such a carefree, merry life is not only excusable for us but necessary. And so we lead it.”
4. One man must not kill. If he has killed, he is a criminal, he is a murderer. Two, ten, a hundred men, if they do it, are murderers. But a state or a nation may kill as many as it likes, and this will not be murder, but a good, kind deed. Only gather enough people together, and the slaughter of tens of thousands of people becomes an innocent affair. But exactly how many people are needed for this? That is the question. One man may not steal or rob, but a whole nation may. But exactly how many are needed for this? Why must one, ten, a hundred men not break the laws of God, while very many may?
From How Many Does It Take? · reworded by Tolstoy .
What changedBallou’s opening question, how many it takes “to annul the commandments of God,” becomes the closing one, the argument’s conclusion.
Adin Ballou’s own wordsHow many does it take to annul the commandments of God, and render that lawful, which HE has forbidden? How many does it take to metamorphose wickedness into righteousness?
One man must not kill. If he does it is murder. Two, ten, one hundred men, acting on their own responsibility, must not kill. If they do, it is still murder. But a state or nation may kill as many as they please, and it is no murder. It is just, necessary, commendable and right. Only get people enough to agree to it, and the butchery of myriads of human beings is perfectly innocent.
But how many does it take? This is the question. Just so with theft, robbery, burglary, and all other crimes.

The words shown were found, word for word, in the saved source text. How Many Does It Take? (Non-Resistance Tract No. II, Hopedale, Community Press); Tolstoy's Russian of it in «Царство Божие внутри вас» (1893), ch. I, The tract's first three paragraphs.
The Circle takes Tolstoy's own Russian of 1893 almost word for word. Against Ballou's English it is shortened and reordered: 'If he does it is murder' becomes 'he is a criminal, he is a murderer'; 'acting on their own responsibility' and 'It is just, necessary, commendable and right' are left out; so are man-stealing, the nation that robs a city, the ministers who pray for it, and the paragraphs on Texas and on Alexander's pirate; and Ballou's opening question, 'How many does it take to annul the commandments of God, and render that lawful, which HE has forbidden?', becomes Tolstoy's closing one. The English is the Friends of Adin Ballou's transcription of the Hopedale tract (adinballou.org, saved from the Wayback Machine); no scan of the printed tract was found, and the transcription gives no date. January 22 is one of the days from which the censor removed thoughts in the 1906 first edition (Jubilee vol. 42, § on the editions); the commentary does not say which thoughts, and whether this was one of them was not established.
In every human body there lives one and the same divine principle, and therefore neither a single person nor any gathering of people can have the right to break this established union of the divine principle with a human body, that is, to take a person’s life.
Translation note. The Jubilee text breaks the italics at the commas; the English sets the thought as one.
