Besides all the calamities and horrors of war, one of its greatest evils is the perversion of minds: an army exists, military expenditures exist, and this must be explained. It cannot be explained rationally, and so reason is perverted.

    1. Here is what Micromegas, the character Voltaire presents in his tale, a being from another planet, says in conversation with people:

“O you rational atoms, in whom the eternal being has expressed his art and his power, you surely enjoy pure joys on your globe, for, being so little material and so developed in spirit, you must spend your lives in love and thought, since in this lies the true life of spiritual beings.”

At this speech all the philosophers shook their heads, and one of them, the most candid, said that, apart from a small number of figures held in little esteem, all the rest of the population consists of madmen, villains, and unfortunates.

“We have more body than we need, if evil comes from the body, and too much spirit, if evil comes from the spirit,” he said. “Thus, for instance, at this very minute thousands of madmen in hats are killing thousands of other animals in turbans, or are being killed by them, and so it has gone on from time immemorial over the whole earth.”

“But what are the little animals quarreling about?”

“Over some little bit of mud the size of your heel,” the philosopher answered, “and not one of the people who are slaughtering one another cares in the least about this bit of mud. The only question for them is whether this bit is to belong to the one called sultan or to the one called Caesar, though neither the one nor the other has ever seen this bit of earth. And of the animals slaughtering one another, hardly any has ever seen the animal for whose sake they slaughter one another.”

“Wretches,” cried the inhabitant of the planet of Sirius. “Can one imagine such insane fury! Truly, I have a mind to take three steps and crush the whole anthill of these ridiculous murderers.”

“Do not trouble yourself to do it,” they answered him. “They see to it themselves. Besides, it is not they who should be punished, but those barbarians who, sitting in their palaces, order the killing of people and command that God be solemnly thanked for it.”

    3. A time will come when the nations will understand the madness of war.

Four centuries ago the inhabitants of Pisa and Lucca were divided by so cruel a hatred that it seemed eternal, and that the meanest porter of Pisa would have thought it shameful treason to accept anything at all from the foremost citizen of Lucca. What is left of that hatred now? What will be left of the senseless hatred of the Prussian for the Frenchman? One can safely be sure that these feelings will seem to our descendants like the hatred of the Athenians for the Spartans, or of the people of Pisa for the people of Lucca. People will understand that they have more needful things to do than to attack one another; that their common enemies are poverty, ignorance, disease; and that their efforts must be directed against these terrible calamities, and not against their companions in misfortune.

    Charles Richet.

    4. The various states of Europe have piled up a debt of 130 billion, about 110 of it contracted in the course of a single century. All this colossal debt was contracted solely for the expenses of war.
