Two-thirds of their combined budgets are devoted to the service of this debt, and to the maintenance of their armed forces by sea and land.

4. The various states of Europe have piled up a debt of 130 billion, about 110 of it contracted in the course of a single century. All this colossal debt was contracted solely for the expenses of war. In peacetime the European states keep more than 4 million men in their armies, and can bring this number up to 19 million in wartime. Two-thirds of their budgets are swallowed up by the interest on the debt and the upkeep of their armies and navies.
