In one sense, indeed, capital and labor are actually one, for capital is accumulated labor ; but unfortunately, as some one has remarked, it is too often the case that one man does the labor and another the accumulating.

Not found. The first half was a saying in circulation: Ernest Crosby, in essays written before his death in January 1907 and printed in 1908, gives it as what 'some one has remarked': 'capital is accumulated labor; but ... it is too often the case that one man does the labor and another the accumulating'. Crosby's 'capital' is Tolstoy's 'wealth' (богатство). The closing barb, that this is what wise men call 'division of labour', was found in no English text; whether it is the unnamed source's or Tolstoy's is not known. In The Path of Life the line reads «учеными людьми» (learned men) for the Circle's «мудрыми людьми» (wise men), without the exclamation mark.
