Only the moral perfecting of people can improve the order of social life.

Текст источника: archive.orgВ английском переводе · R. B. Haldane and J. Kemp, 1883If the state completely attains its end, it will produce the same outward result as if perfect justice of disposition prevailed everywhere.
Thus in the second case it would be that no one wished to _do_ wrong, and in the first that no one wished to _suffer_ wrong, and the means appropriate to this end had been fully employed.
Thus the same line may be drawn from opposite directions, and a beast of prey with a muzzle is as harmless as a graminivorous animal.
But beyond this point the state cannot go. It cannot exhibit a phenomenon such as would spring from universal mutual well-wishing and love.

1. If the state attains its aim, it will establish the same condition as if complete justice in the cast of mind had come to reign everywhere. But the inner nature and the origin of these two conditions — the semblance of justice and complete justice — are directly opposed. Namely: in the latter case the condition would be such that no one would wish to do injustice; in the former, such that no one would wish to suffer injustice, and the means chosen would wholly answer to this end. Thus an outward end can be reached by two opposite means. Thus a beast of prey in a muzzle is as harmless as a grass-eating animal. Beyond this limit the state cannot lead: consequently it cannot unfold before us the picture that would take shape if there were mutual goodwill and love among all.

Что измененоВопрос «But who shall drive men into freedom?» стал утверждением: «людей никто не направит к свободе», а вместо «For them there is no special providence» — «никто не поможет им, никто не сделает их свободными».
Near the window by which I write, a great bull is tethered by a ring in his nose.
This bull, a very type of massive strength, who, because he has not wit enough to see how he might be free, suffers want in sight of plenty, and is helplessly preyed upou by weaker creatures, seems to me no unfit emblem of the working masses.
I shall go out and drive the bull in the way that will untwist his rope. But who shall drive men into freedom? Till they use the reason with which they have been gifted, nothing can avail. For them there is no special providence.
Under all forms of government the ultimate power lies with the masses. It is not kings nor aristocracies, nor land-owners nor capitalists, that anywhere really enslave the people. It is their own ignorance.

2. Opposite the window at which I am writing, a huge bull is tethered by a ring passed through his nostrils. While cropping the grass he has wound his rope around a post, and now he stands like a prisoner, tormented by hunger in sight of rich grass, deprived even of the chance to toss his head to drive off the flies that bite his shoulders. Many times he has made vain efforts to free himself, but each time, after a plaintive bellow, he has fallen quiet, to suffer in silence.
This bull, possessed of mighty strength but lacking the sense to understand how he might free himself, suffering hunger in the midst of plenty and becoming the helpless victim of the feeblest creatures, seems to me a kind of emblem of the working classes.
In all countries the people whose labor creates an abundance of wealth struggle in poverty. While advancing civilization widens the horizon of thought and awakens new desires, these people sink, for the sake of satisfying their animal needs, to the level of a brute existence. Conscious of all the bitterness of the wrong, feeling in the depths of their souls that they were not made at all for so wretched a life, these people too at times fight and protest. But until they learn to connect effect with cause; until they understand how they are entangled and how they can free themselves — until then their efforts and protests will be as vain as the efforts and plaintive bellowing of the entangled bull — will be even more vain. I will go out of the room and drive the bull back, guiding him so that the rope unwinds, whereas no one will guide people to freedom. Until they begin to use the reason with which they are endowed, no one will help them, no one will make them free.
True power, under every possible form of government, is in reality always in the hands of the masses. And in reality it is not at all kings or aristocrats, not at all landowners or capitalists, who everywhere enslave the people. What enslaves them is their ignorance.

3. Bad organization cannot be fought with violence, nor even with good organization.
Why not organize labor!
We may take that up as well. But we must not forget that by organizing labor we attain not the well-being of humanity, but only the success and productivity of labor itself.
The well-being of humanity can be attained only by an independent moral and religious path.
For what is vexing and outrageous is not so much that a bad social order exists as that man has produced it, puts up with it, and even makes use of it for his own selfish ends.
And the fight must begin with what outrages us more.

4. We live in an age of discipline, culture, and civilization, but still far from an age of morality. In the present condition of people one may say that the happiness of states grows together with the unhappiness of people. And it is still a question: would we not be happier in the primitive state, when we had none of this culture, than in our present state?
For how can people be made happy when they are not made moral and wise!
Kant.
The common evil of life can be overcome by one means only: by the moral perfecting of one’s own life.
