Letter to Elizabeth Hitchener, Keswick, 7 January 1812, in Letters from Percy Bysshe Shelley to Elizabeth Hitchener (London: Bertram Dobell, 1908), P. 167, Shelley's report of his argument with Southey, after 'Southey says Expediency ought to [be] made the ground of politics, but not of morals'.
A close translation of the first clause of what Shelley says he urged on Southey: 'The most destructive error that was ever made in the world was the separation of political science from moral science'. Tolstoy stops before 'that the former ought to be entirely regulated by the latter'. The International Socialist Review (November 1904) prints the line as the motto Tolstoy gave an 'Appeal' of his; that printing was not checked, and his route to the line is not known.
Translation note. Tolstoy kept the author’s words closely, so the author’s own English is printed here (ruling 1); Tolstoy’s Russian, translated, is in the source panel.
