Garrison and His “Declaration”

Garrison and His “Declaration”

Garrison, as a man enlightened by the light of Christianity, began with a practical aim — the struggle against slavery — and very soon understood that the cause of slavery was not the accidental, temporary seizure by the Southerners of several million Black people, but the age-old and universal recognition, contrary to Christian teaching, of the right of some people to do violence to others. The occasion for recognizing this right has always been some evil that people thought could be rooted out or lessened by brute force, that is, by evil as well. And having understood this, Garrison put forward against slavery not the sufferings of the slaves, not the cruelties of the owners, not the civil equality of people, but the eternal Christian law of not resisting evil by violence: “nonresistance.” Garrison understood what the most advanced fighters against slavery did not understand: that the only irrefutable argument against slavery was the denial of the right of one person over the freedom of another under any conditions whatever. The abolitionists tried to prove that slavery was unlawful, unprofitable, and cruel, that it corrupted people, and so on; but the supporters of slavery proved just as soundly the untimeliness, the danger, and the harmful consequences that might follow from emancipation. And neither side could convince the other. But Garrison, understanding that the slavery of Black people was only a particular case of universal violence, put forward a general principle with which it was impossible to disagree: that no person, on any pretext whatever, has the right to rule, that is, to do violence to fellow human beings. Garrison did not so much insist on the right of the slaves to be free as deny the right of any person or any assembly of people whatever to compel another person to anything by force. For the struggle against slavery he put forward the principle of struggle against all the evil of the world.

The principle put forward by Garrison was irrefutable, but it touched, it destroyed, all the foundations of the established order; and so people who valued their position under the existing order were frightened of proclaiming this principle, and still more of applying it to life. They tried to pass it over in silence, to get around it; they hoped to reach their aim without proclaiming and applying to life the principle of nonresistance to violence, a principle which, as it seemed to them, destroyed all good order in human life. And the consequence of thus shrinking from the recognition that violence is unlawful was that fratricidal war which, having settled the question outwardly, brought into the life of the American people, through the corruption that attends every war, a new and perhaps even greater evil. But the essence of the question remained unresolved, and the same question, only in a new form, now stands before the people of the United States. Then the question was how to free Black people from the violence of the slaveholders; now the question is how to free Black people from the violence of all white people, and white people from the violence of Black people.

And this question in its new form will be resolved, of course, not by the lynching of Black people, nor by any skillful and liberal measures of American politicians, but only by applying to life the same principle that Garrison proclaimed half a century ago.

Whether people want it or not, only in the name of this principle can people free themselves from enslaving and oppressing one another. Whether people want it or not, this principle lies at the foundation of all the true improvements in people’s lives, those already accomplished and those yet to be accomplished. It seems to people that to apply the principle of nonresistance to life in all its fullness is to destroy at a stroke the whole order of this life, which has cost so dear or been established with such labor; but people forget that the principle of nonresistance is a principle not of violence but of agreement and love, and therefore cannot be made compulsory for people. This principle can only be freely accepted. And in the measure in which people freely accept it and apply it to life, in that measure only is true progress accomplished in people’s lives.

Garrison was the first to proclaim this principle as a rule for ordering people’s lives, and in this lies his great merit.

Even if he did not then achieve the peaceful emancipation of the slaves in America, he pointed out the way to the freeing of all people in general from the power of brute force.

Declaration of Principles Adopted by the Members of the Society Founded to Establish Universal Peace among People

Boston, 1838

We recognize no human government. We recognize only one King and Lawgiver, only one Judge and Ruler over mankind. We recognize the whole world as our fatherland; we recognize all mankind as our countrymen. We love our native land as much as we love other countries. The interests, the rights of our fellow citizens are no dearer to us than the interests and rights of all mankind. Therefore we do not admit that the feeling of patriotism can justify revenge for a wrong or for harm done to our nation.

The tenet preached by the churches, that all the states on earth are established and approved by God, and that all the powers existing in the United States, in Russia, in Turkey, accord with the will of God, is as absurd as it is blasphemous. This tenet represents our Creator as a partial being, one who establishes and encourages evil. No one will venture to assert that the powers existing in any country whatever act toward their enemies in the spirit of the teaching and after the example of Christ. And therefore the activity of these powers cannot be pleasing to God, and therefore these powers cannot have been established by God either, and they must be overthrown — not by force, but by the spiritual regeneration of people.

We hold un-Christian and unlawful not only wars themselves — offensive as well as defensive — but all preparations for war: the building of all arsenals, fortifications, and warships; we hold un-Christian, unlawful, the existence of all standing armies, all military authorities, all monuments erected in honor of victories or of fallen enemies, all trophies won on the field of battle, all celebrations of military exploits, all seizures made by military force; we hold un-Christian and unlawful every government decree that requires military service of its subjects.

In consequence of all this we hold it impossible for ourselves not only to serve in the army but also to hold offices that oblige us to compel people to do right on pain of prison or of death. We therefore voluntarily exclude ourselves from all government institutions, and renounce all politics, all earthly honors and offices.

Since we do not hold ourselves entitled to occupy places in government institutions, neither do we hold ourselves entitled to elect other persons to those places. Nor do we hold ourselves entitled to go to law against people to make them return what they have taken from us. We hold that we are bound to give up our coat as well to him who has taken our shirt, and in no way to subject him to violence (Matthew 5:40).

We believe that the penal law of the Old Testament — an eye for an eye, a tooth for a tooth — has been abolished by Jesus Christ, and that according to the New Testament the forgiveness of enemies instead of revenge is preached to all his followers, in all cases without exception. But to extort money by violence, to lock people up in prison, to exile or to execute them, is plainly not the forgiveness of wrongs but revenge.

The history of mankind is crowded with evidences proving that physical coercion is not adapted to moral regeneration; that the sinful dispositions of men can be subdued only by love; that evil can be exterminated from the earth only by goodness; that it is not safe to rely upon an arm of flesh, to preserve us from harm; that there is great security in being gentle, harmless, long-suffering, and abundant in mercy; that it is only the meek who shall inherit the earth, for the violent who resort to the sword are destined to perish with the sword.

And therefore, both in order more surely to secure the life, property, liberty, public tranquility, and private good of people, and in order to fulfill the will of him who is King of kings and Lord of lords, we accept with all our hearts the fundamental teaching of nonresistance to evil by evil, firmly believing that this teaching, which answers to every possible contingency and expresses the will of God, must in the end triumph over all the forces of evil.

We do not preach a revolutionary doctrine. The spirit of revolutionary doctrine is a spirit of revenge, violence, and murder. It neither fears God nor respects the human person. But we wish to be filled with the spirit of Christ. Following our fundamental rule of nonresistance to evil by evil, we cannot stir up conspiracies, sedition, or violence. We submit to all the enactments and all the demands of the government, except those that are contrary to the demands of the Gospel. Our resistance is limited to meek submission to the punishments that are to be laid on us for disobedience. While we intend to bear without resistance all the attacks directed at us, we for our part intend meanwhile to attack unceasingly the evil of the world wherever it may be, high or low, in the political, administrative, or religious sphere, striving by every means within our power to bring it about that the kingdoms of the earth be merged into one kingdom, that of our Lord Jesus Christ. We hold it an indubitable truth that whatever is contrary to the Gospel and its spirit, and is therefore to be abolished, must be abolished at once. And therefore, if we believe the prophecy that the time will come when swords will be beaten into plowshares and spears into sickles, we must do this at once, without putting it off to some future time, as far as our strength allows.

Our task may bring on us insults, wrongs, suffering, and even death. Misunderstanding, misrepresentation, and slander await us. A storm is bound to rise against us. Pride and Pharisaism, ambition and cruelty, rulers and powers — all these may unite to destroy us. So they dealt with the Messiah, whom we strive to imitate as far as our strength allows. But these terrors do not frighten us. We put our trust not in men but in the Lord Almighty. If we have renounced human protection, what can uphold us but faith alone, the faith that overcomes the world? We shall not wonder at the trials to which we are subjected, but shall rejoice that we are to be counted worthy to share the sufferings of Christ.

In consequence of all this we commit our souls to God, trusting in what has been said: that whoever leaves houses, and brothers, and sisters, or father, or mother, or wife, or children, or fields for the sake of Christ shall receive a hundred times more and shall inherit eternal life.

And so, in spite of all that may take up arms against us, firmly believing in the certain triumph throughout the world of the principles expressed in this “Declaration,” we here set our signatures, trusting in the reason and conscience of mankind, but most of all in the power of God, to which we entrust ourselves.

We cannot acknowledge allegiance to any human government; neither can we oppose any such government by a resort to physical force. We recognize but one King and Lawgiver, one Judge and Ruler of mankind.
Our country is the world, our countrymen are all mankind. We love the land of our nativity only as we love all other lands. The interests, rights, liberties of American citizens are no more dear to us than are those of the whole human race. Hence, we can allow no appeal to patriotism, to revenge any national insult or injury.

The dogma, that all the governments of the world are approvingly ordained of God, and that the powers that be in the United States, in Russia, in Turkey, are in accordance with his will, is not less absurd than impious.
It cannot be affirmed that the powers that be, in any nation, are actuated by the spirit or guided by the example of Christ, in the treatment of enemies; therefore, they cannot be agreeable to the will of God …
… by a spiritual regeneration of their subjects, is inevitable.

We believe that the penal code of the old covenant, An eye for an eye, and A tooth FOR A tooth, has been abrogated by JESUS CHRIST; and that, under the new covenant, the forgiveness instead of the punishment of enemies has been enjoined upon all his disciples, in all cases whatsoever. To extort money from enemies, or set them upon a pillory, or cast them into prison, or hang them upon a gallows, is obviously not to forgive, but to take retribution.
