    2. You ask: is war between civilized nations still necessary? I answer: not only is it “no longer” necessary, but it never was necessary. Not sometimes, but always, it has disturbed the proper historical development of humanity, violated justice, and held back progress.

If the consequences of wars have at times been of benefit to civilization at large, the harmful consequences have been far more numerous. We do not see them because only a part of the harmful consequences is immediately evident. Most of them, and the most important, go unnoticed by us. And therefore we cannot admit the word “still.” Admitting this word gives the defenders of war the right to assert that the dispute between us is merely a matter of timeliness and of personal judgment, and our disagreement will then come down to this: that we consider war useless, while they consider it still useful. They will gladly agree with us, with the question put in this way, and will say that war may indeed become useless and even harmful, but only tomorrow, not today. Today, however, they consider it necessary to perform upon the people those terrible bloodlettings called wars, which are carried out only to satisfy the personal ambitions of a very small minority.

For such was, and such is now, the only cause of wars: the power, honors, and wealth of a small number of people at the expense of the masses, whose natural credulity, and whose prejudices roused and kept alive by this minority, make wars possible.
